MemoServ can be used by everyone who has a registered nickname and has authed with NS (NickServ).
If you abuse the rights of using MemoServ, the admins will be able to block you in MemoServ so you won't be able to use it anymore. MemoServ admins can read all the messages what have been sent with MemoServ but this will only be done if they get complaints of users getting memo's they don't like.
So using MemoServ is extremily handy, you can send messages to chatters who are currently not online.
Once they connect on Goldchat they will get a message from MemoServ that they have a memo which they can read.
